IT-255: Solar Energy System Equipment Credit

A personal income tax credit for homeowners who purchase and install a solar energy system at their primary New York residence — worth 25% of eligible costs, up to $5,000, with a 5-year carryover.

What Qualifies for the Credit

The credit applies to the purchase and installation of:

  • Solar Photovoltaic (PV) Panels (solar electric systems).
  • Solar-Thermal Systems (systems that heat water or air for use in the home).
  • Solar-Energy Storage Equipment (battery systems, such as a Tesla Powerwall, installed as part of a new or existing solar energy system).

Key requirements:

  • The system must be installed on your primary residence in New York State. Vacation homes or rental properties do not qualify.
  • The equipment must be new and unused.
  • The system must meet all applicable performance and safety standards.
  • The credit is only available to homeowners. Renters do not qualify.

How the Credit Is Calculated

The credit is calculated as 25% of your eligible expenditures, with a maximum credit of $5,000.

Eligible expenditures include:

  • The cost of the solar energy system equipment.
  • Labor costs for onsite preparation, assembly, and installation.
  • Any associated piping, wiring, or mounting hardware.

Eligible expenditures do not include:

  • Costs financed through a state or federal grant.
  • Any amounts for which you claimed a federal tax credit (you cannot “double-dip” on the same dollar of cost).

Example: System cost: $24,000. Federal credit (30%): $7,200 claimed on your federal return. NY eligible base: $24,000 (you do not subtract the federal credit for the NY calculation). NY credit (25%): $6,000. NY credit cap: $5,000 (maximum). Credit you can claim: $5,000.

Carryover of Unused Credit

Since the credit is non-refundable, you can only use it to reduce your New York State tax liability to zero in the year you install the system. Any unused credit amount can be carried forward for up to five (5) tax years. You use Form IT-255 each year to apply the remaining carryover credit against that year's tax liability.

Example: Year 1 — you install the system and have a $5,000 credit. Your NYS tax liability is only $3,000. You use $3,000 of the credit, reducing your tax to $0, with a $2,000 carryover. Year 2 — your NYS tax liability is $4,000. You can use your $2,000 carryover, reducing your tax to $2,000.

Required Documentation & Steps

  1. Keep All Records: Detailed invoice/contract from the installer showing a breakdown of equipment and labor costs, proof of payment (cancelled checks, credit card statements, loan documents), and a certificate of completion or final inspection sign-off.
  2. Complete Form IT-255: Part 1 — report total eligible expenditures. Part 2 — calculate your current-year credit (25%, up to $5,000). Part 3 — apply any prior-year credit carryover. Part 4 — calculate the total credit used and any new carryover amount.
  3. Attach to Your Return: File Form IT-255 with your New York State income tax return (Form IT-201, IT-203, or IT-205).

Common Mistakes

  • Primary Residence Only: The credit is only for the home you live in most of the time. A system on a second home or investment property does not qualify.
  • New Systems Only: The credit is for the original installation of new equipment. It does not apply to repairs, replacements, or expansions of an existing system (with a specific exception for adding new energy storage).
  • Combining with Federal Credit: You can and should claim both the Federal Residential Clean Energy Credit (26–30%) and this New York credit. They are separate. Do not subtract the federal credit from your NY cost basis.
  • Leased Systems: If you lease a system (e.g., through a solar company), you do not own the equipment and therefore cannot claim this credit. The owner of the system (the leasing company) claims the credit.
  • No Income Limits: Unlike some other credits, there is no income phase-out for the NY solar credit.

Frequently Asked Questions

I installed my system in 2023. When do I claim the credit?

You claim the credit on the tax return for the year in which the installation was completed and paid for. If your system was turned on and you made the final payment in 2023, you claim it on your 2023 tax return filed in 2024.

Can I claim the credit if I financed my system with a loan?

Yes. The credit is based on the total cost you are obligated to pay, not on out-of-pocket cash payments. If you took a $25,000 loan, your eligible expenditure is $25,000.

I added a battery to my existing solar panels in 2024. Does that qualify?

Yes. The addition of solar-energy storage equipment to an existing solar electric or solar-thermal system qualifies for its own credit. You would calculate the credit based on 25% of the cost of the storage equipment and installation, subject to the same $5,000 maximum.

My tax liability is zero because of other deductions. Can I get the credit as a refund?

No. This is a non-refundable credit. It can only reduce your tax liability to zero. Any leftover credit amount will carry forward for up to five years for you to use against future tax liabilities.

What is the difference between this and the NYS Solar Sales Tax Exemption?

They are separate benefits. The Sales Tax Exemption means you do not pay state sales tax on the equipment when you purchase it. The IT-255 Income Tax Credit is a credit against your income tax bill calculated as 25% of your total cost. You can benefit from both.
